The decisive measures that the Communist Party of China Central Committee-with Xi as its general secretary-have taken to help Wuhan fight the epidemic held the key to curbing the spread of the novel coronavirus in what was the hardest-hit city, as well as in the province and in the entire country, they said. A constant theme has been "people first" in the fight against the contagion as Xi has stressed putting people's lives, safety and health as the top priority and placing the people's interests above everything else. In his meeting with World Health Organization Director-General Tedros Adhanom Ghebreyesus on Jan 28 in Beijing, Xi said people's safety and their health always come first. Recounting his experience of leading World Health Organization experts on a nine-day joint mission investigating COVID-19 in China, Canadian epidemiologist Bruce Aylward commended China's approaches in responding to the disease. "If I had COVID-19, I'd want to be treated in China," he said. "They know and they care about keeping people alive, and they do it successfully." While masterminding the epidemic prevention and control efforts, Xi gave Hubei, particularly Wuhan, the provincial capital, priority. He said that "when Wuhan wins, Hubei wins; when Hubei wins, China wins". Therefore, since the start of the outbreak, the CPC Central Committee has taken the most comprehensive, thorough and rigorous measures to resolutely curb the spread of the virus in Wuhan and Hubei. As experts recommended quarantine measures to help reduce population movement, which in turn helped to stem the spread of the virus, the CPC Central Committee made the decision on Jan 22 to ask Hubei to stop outbound travel to prevent the disease from spreading in other regions. Xi said at a meeting in February that making such a decision demands tremendous political courage, but "time calls for resolute action, otherwise, we would be in trouble". On Jan 23, the authorities in Wuhan announced the lockdown of the city. All public transportation and businesses were suspended, and residents were required to stay indoors to cut transmission in neighborhoods. Putting such a huge city with over 10 million residents under quarantine was unprecedented but has proved to be effective. During his visit to Wuhan on March 10, Xi said all prevention and control measures adopted by the CPC Central Committee focus on preventing more people from being infected and are aimed at saving more patients' lives.

  • China bucks trend of falling foreign investment
    Thanks to the impact of the China-US trade conflicts, global foreign direct investment is in the dumps. The Global Investment Trends Monitor issued by the UN Conference on Trade and Development shows global foreign direct investment fell by a large margin-19 percent-last year, marking a third straight year of decline. But China bucked the trend, as 60,533 foreign-invested enterprises started business in China last year with the actual use of foreign investment reaching $132.12 billion, a year-on-year growth of 69.8 percent and 0.9 percent, respectively. Among which, high-tech manufacturing grew 35.1 percent, reflecting foreign investors' optimism on China's growth potential. The draft foreign investment law shows China's firm resolve to build an open economy. And the strength of the draft law is that it complies with the trends and changes in the global investment system and stipulates more thorough and explicit implementation of the pre-establishment national treatment with the negative list for foreign investment, and embodies foreign investors' appeal to ensure freer and more convenient investment.

  • China to further ease foreign investment restrictions
    China has intensified efforts to implement policies designed to ease foreign investment restrictions and improve the business environment, Xinhua-run Economic Information Daily reported Thursday. Authorities have started to clear up restrictive regulations on foreign investment that go beyond the official negative list, the newspaper reported. Gao Feng, a spokesperson for the Ministry of Commerce (MOFCOM), said the ministry will work with other departments to go through relevant regulations in various sectors and finish their revision or abolition by the end of 2019. By the end of March 2019, China will lift all barriers to foreign investments not included on the negative list and launch a special inspection to ensure foreign investors are treated fairly in the process of government procurement, financial support and qualification, MOFCOM official Tang Wenhong told a press conference earlier in November. To improve investment and the business environment, provide legal protection for foreign investors and further facilitate opening-up, the country will speed up the unification of regulations on domestic and foreign investment, Tang said. By the end of this year, provincial authorities will establish and improve mechanisms to handle complaints from foreign businesses, the newspaper said.

    Asian markets rose after the presidents of China and the US reached a temporary truce in their trade war. At the G20 summit, Donald Trump and Xi Jinping agreed to halt new trade tariffs for 90 days to allow for talks. An escalating trade war between the world`s two largest economies has weighed on markets generally. The US and China have imposed billions of dollars of tariffs on one another`s goods, posing risks to global trade and the world economy. In China, Hong Kong`s Hang Seng index and Shanghai Composite were up more than 2% in early trading, while Japan`s Nikkei 225 rose more than 1%. President Trump said last week he was likely to go ahead with a planned tariff hike and reiterated his threats that the US could impose tariffs on the remaining $267bn of Chinese imports into the country.

  • G20: US and China agree to suspend new trade tariffs
    US President Donald Trump and his Chinese counterpart Xi Jinping have agreed to halt new trade tariffs for 90 days to allow for talks, the US says. The two men met in Buenos Aires after the G20 summit for their first talks since a trade war erupted this year. China says they agreed not to impose any new trade tariffs after 1 January. At the summit earlier on Saturday, the G20 leaders agreed a joint declaration that notes divisions over trade but does not criticise protectionism. What was agreed? Ahead of the G20, Mr Trump had told US media he expected to go ahead with plans to raise tariffs on $200bn of Chinese goods - first introduced in September - from 10% to 25%, starting in January. The White House says this move is now suspended for 90 days but adds, "If at the end of this period of time, the parties are unable to reach an agreement, the 10 percent tariffs will be raised to 25 percent." In return, the White House adds, China agreed to buy an unspecified but "very substantial" amount of agricultural, energy, industrial and other products. Chinese state TV said earlier: "No additional tariffs will be imposed after January 1, and negotiations between the two sides will continue."

  • China, Spain sign 10 deals worth US$17.6 bln
    Chinese and Spanish enterprises have signed ten deals worth 17.6 billion U.S. dollars during President Xi Jinping`s visit to Spain from November 27 to 29. These deals cover the areas of finance, telecommunication, environment, machine, vehicle and medicine, hitting a new record of China-Spain trade and economic cooperation, said the spokesperson of China`s Ministry of Commerce (MOFCOM). China and Spain also inked intergovernmental cooperation documents such as a Memorandum of Understanding in the Third Party Market, Avoidance of Double Taxation and the Prevention of Fiscal Evasion and Inspection and Quarantine of Imported Pork Products and so on. During the visit, China-Spain Business Advisory Council was formally established and the first meeting was successfully held, becoming another platform for deepening bilateral economic and trade relations. Xi`s visit coincides with the 45th anniversary of the establishment of diplomatic ties between the two countries, and the two sides have enjoyed excellent trade relations through all these years. China is Spain`s sixth largest trading partner in the world and the largest trading partner outside the EU. From January to September 2018, the bilateral trade volume hit 25.35 billion U.S. dollars, according to the MOFCOM.

For example, since the inception of the Internet Plus initiative in 2015, new industries and business models have boomed in China, with Internet-related technologies revolutionizing such sectors as manufacturing, retail, finance and health care.     BEIJING - China is expected to overtake the United States to become the world's largest importer within five years, a leading Chinese investment firm said. In the past ten years, China's annual average import growth was 6 percentage points higher than the United States. If that growth gap remains in 2018 and moderates by 0.15 percentage points in each of the following years in a baseline scenario, the country will become the world's largest importer by 2022, according to a report released by China International Capital Corporation (CICC). By a more conservative estimate, China will become the top importer by 2025, CICC said. China is now the world's largest exporter and the second largest importer. As the domestic economy has stabilized and global commodity prices have recovered, imports in the first ten months of the year rose 21.5 percent year-on-year, official data showed. The country's rising imports have a significant global impact, as it is the largest importer for 41 countries and regions, compared with 36 for the United States, the CICC report said. With imports likely to continue to outpace exports in the coming few years, China's foreign trade will become more balanced as it has been in the past two years, according to CICC. CICC predicts the trade surplus in goods and services will account for around 1 percent of GDP in 2017, the lowest level since 1994. China is also expected to become the world's largest consumer market and start importing more consumer-related products than industrial materials, as its growth becomes increasingly consumer driven. "In our view, the rise of Chinese consumers, with its significant positive spillover effect on the rest of the world, will be the most important and exciting investment story in the coming years," the report said.

  • Opinion: Could trade war become an opportunity for China?
    Recently, a ship packed with 70,000 tons of US soybeans attracted international attention as it arrived off the coast of China on July 6 just hours after the country had imposed 25 percent import duties on 34 billion US dollars` worth of US goods, including soybeans. The ship has been chugging in circles off the coast of China for a month and on Saturday it finally entered the port of Dalian. The Guardian has said the vessel is a victim of the escalating China-US trade war. Dr John Gong, a professor at the University of International Business and Economics, has some sympathy with this view. "The American soybean is a very good product, it`s becoming hijacked, becoming a victim of this trade war, of Donald Trump`s tariffs. This is actually very unfortunate," he said, describing the situation as a lose-lose game. Given the fact that China can import soybeans from other countries and soybeans are mainly for making edible oil which can be got from other substituted crops, the American soybean farmers will be hurt as Chinese consumers change their choice. Also, Trump`s trade war could unintentionally become a positive opportunity for China. It will reduce the Chinese market`s dependence on US soybeans, and make it easier for Chinese consumers to switch to local soybeans. The total exports of China to the US are about 500 billion dollars. Gong said that companies in China will focus more on the domestic market which is much bigger than the American market or other international market and they are not supposed to rely exclusively on the US market. And that actually provides opportunities for Chinese companies to be less reliant on a particular source and to be more diversified. In this sense, it is not a bad thing.

  • Expert: China-US trade crisis can turn into opportunity
    A senior Chinese academic says Beijing can turn the China-US trade crisis into an opportunity. The US government has been accusing China of unfair trade practices. Last month, it announced it would move forward with its proposal to put tariffs on 50 billion US dollars worth of Chinese goods. As promised, China immediately retaliated with its own duties on US imports. Since that exchange, President Trump has called for additional tariffs on 200 billion US dollars worth of Chinese goods. Liu Chunsheng, a professor at the Central University of Finance and Economics in Beijing, said China could become stronger as a result of the trade conflict. [Based on China`s history, China has the ability to turn crisis into opportunity," he said. "This is a very cherished opportunity for China`s opening up and reform." China and the US would suffer, Liu said, but the former has the capacity to deal with the economic challenges being presented. After decades of stagnation and underdevelopment, China is now the world`s second largest economy and is spearheading its own economic programs and regional institutions. It has its own investment bank, hosts regional economic summits, and is moving forward with its massive international development project, the Belt and Road Initiative. Professor Liu says a trade war is beneficial to nobody and instead Beijing should continue to liberalize its economy. [There is no winner in the trade war," Professor Liu said.   • BBC National Orchestra of Wales to tour China
    BBC National Orchestra of Wales (BBC NOW) will tour China from Dec. 15 to 21, offering five concerts in four cities aimed at fostering creative collaborations between China and Wales, the orchestra announced Tuesday. With Chinese Principal Guest Conductor Zhang Xian, the orchestra begins its tour with two concerts in Beijing. They will then travel to Changsha, Wuhan and Shenzhen. According to BBC NOW, the visit marks the first time Zhang has toured her home country with a European symphony orchestra. "I conduct a number of the Chinese orchestras on a regular basis, but this is the first time I have toured China with a European Orchestra. I am very much looking forward to introducing the musicians of BBC NOW to my own country, and I think that the cultural cooperation with my musicians and the musicians in Shenzhen will be extremely interesting for us all," Zhang said. The tour is a result from the first Welsh cultural delegation visit to China in early 2017. It is being supported by British Council in China, Wales Arts International and the Arts Council of Wales. It is also the final part of Inspiring Women in the Arts, a year-long campaign showcasing the work of female artists to inspire young Chinese generations. During the visit, Zhang and members of the orchestra will share their experiences with aspiring female leaders and musicians in a series of activities in the host cities. Michael Garvey, Director of BBC NOW, said: "This tour offers a wonderful opportunity to build creative links with our partners in China, enhancing the close relationships that already exist between our two countries. I'm delighted that we will be able to work with key partners in the four cities to maximize the impact of our visit, and to provide opportunities for BBC NOW to directly engage with audiences and musicians in China."     Economic policy in the year's second half will be fine-tuned with targeted measures expected to cushion downside risks, experts said on Wednesday. They commented on the meeting of the Political Bureau of the Communist Party of China Central Committee held the day before. While major policy shifts are not likely, more concrete steps and more flexible tools will be used to stabilize the economy, including moves to continue to soothe financial markets and stronger support for infrastructure construction, experts said. China must coordinate efforts and policies to stabilize employment, finance, foreign trade, foreign and domestic investment and expectations, according to a statement issued after the meeting on Tuesday, Xinhua News Agency reported. "The word 'stabilizing' appeared many times in the post-meeting statement, which sent signals to the market that the government will put more emphasis on shoring up growth, with key measures expected to be rolled out to expand domestic demand," said Liu Liu, an analyst at China International Capital Corp. While the tone of the overall monetary policy is expected to remain prudent, the government is likely to be more flexible while implementing its economic tasks, Liu said. Controlling the pace would cut leverage levels while ensuring its moves would not impede proper growth. "The regulators may be more practical, giving greater consideration to the impact to the nonfinancial sector of the deleveraging drive. But a major rebound in money supply in the second half is not likely," said Wang Qing, chief economist at Golden Credit Rating Co. Infrastructure construction is expected to play a key role in stabilizing growth, according to Wang. Some refining of steps has been put in place amid downward headwinds and trade tensions with the United States that show no signs of cooling. This year, the People's Bank of China adopted a variety of tools to keep liquidity stable amid market concerns that the deleveraging push had been too aggressive, possibly hindering growth. Future deleveraging efforts will be implemented with more support to foster the economy, according to a statement by the central bank on Wednesday. In the meantime, local governments are prepared to tackle challenges and have evaluated possible shocks to local enterprises in sectors with direct exposure to the US, according to a provincial regulatory document viewed by China Daily.   • Chinese firms see more revenue from Belt and Road projects
    The combined revenue of Chinese companies from contracted engineering projects in countries participating in the Belt and Road Initiative (BRI) rose 17.8 percent in the first half of 2018, data from the Ministry of Commerce showed. In H1, Chinese companies saw a total revenue of 38.95 billion US dollars from contracted engineering projects along the Belt and Road, accounting for 53.5 percent of the country`s total, the ministry said in a statement. Chinese firms signed 1,922 new engineering contracts in 61 BRI countries, with a total contract value of 47.79 billion dollars. The ministry also said that direct investment in these countries by Chinese firms dropped 15 percent to 7.68 billion dollars in the same period. The primary destinations of the direct investment included Singapore, Laos, Malaysia, Vietnam, Pakistan, Indonesia, Thailand, and Cambodia. Li Tianguo, a researcher with the Chinese Academy of Social Sciences, said the BRI helps China and countries along the routes reach more consensuses in infrastructure construction, which has been a bottleneck for Asian economic development. This year marks the fifth anniversary of the BRI, a transnational network connecting Asia with Europe, Africa and beyond, promoting common development among all countries involved. In H1, China`s goods trade increased 7.9 percent year on year, while the rise for trade with BRI countries was 2.5 percentage points higher, customs data showed.
